Baltimore, MD -( January 18, 2017)- The Maryland Higher Education Commission is happy to announce that the 2017-2018 Charles W. Riley Firefighter and Ambulance and Rescue Squad Member Scholarship Program application is now available.
The Charles W. Riley Firefighter and Ambulance and Rescue Squad Member Scholarship Program encourages active members of the fire-fighting, ambulance, and rescue organizations serving Maryland communities to pursue credited courses that lead to a degree in fire service technology, emergency medical technology, fire service management, or public safety administration with a minor or concentration in fire service technology or fire service management.

Please note that for consideration of this scholarship, the 2017-2018 Free Application for Federal Student Aid (FAFSA) must be completed by the state deadline of March 1, 2017. The Charles W. Riley Firefighter and Ambulance and Rescue Squad Member application and all additional documents required must be submitted to the Office of Student Financial Assistance at the Maryland Higher Education Commission no later than April 14, 2017.

The LOSAP is a county or municipal funded program. At present, 18 counties and two municipalities administer programs. Programs are funded out of the general operating budget, dedicated fire-rescue tax, or an annuity. Since LOSAP is either a county or municipal funded program, service time and points are not transferable from county-to-county.
The committee is furnished the LOSAP’s from the counties and compiles a LOSAP Information Manual. This manual is updated as enhancements are received. It is available on request. Counties use this manual as a guide to start a LOSAP or to enhance present programs.
A one-page summary comparing each of the county’s current LOSAP benefits was prepared. It is a quick reference and is being requested more often than the manual.


The TIP was established by the Maryland Legislative in 1995 that took effect for tax year 1996. It has had several enhancements over the years.

Each company must keep an accurate record of its member’s participation and provide each member a copy of the MSFA-P.2.2 no later than February 15 following the tax year. As soon after February 15, the company must send the county point system coordinator its list of qualifying members, social security numbers, years of service, and number of points. The coordinator will compile an alphabetically list of its county and send it to the committee no later than May 1 following the tax year. The committee compiles the data in the format requested by the Comptroller’s office and submits this information to the MSFA Secretary. It is then submitted to the State before October 1 following the tax year.
The TIP is a statewide program financed by the State; therefore, service time and points are transferable to any county in the state.

The Wills for Heroes Program is intended to provide the opportunity for those who qualify who wish to participate to have the Maryland State Firemen’s Association provide such qualified participant with a free last will and testament.

The Wills for Heroes Program is not intended to be a substitute for an individual’s estate planning as more particularly described on the advice of rights and disclaimer. in the program or the information given to the Maryland State Firemen’s Association representatives regarding participation in the program. All information supplied by an individual participating in the program will be used solely for the purpose of the program. No information will be shared or sold with any other person, firm or corporation. Upon the participating individuals having executed a last will and testament the sole purpose of the program being to provide such last will and testament to a qualified participating individual, all information received from that individual for the purpose of preparing the last will and testament will be returned to the individual and no copies or records will be kept for any reason or any purpose by the Maryland State Firemen’s Association.
